Council Conclusion on International Cooperation in Research and Innovation

On 30 May 2013, the Competitiveness Council adopted conclusions supporting the Commission’s Communication from September 2012 “Enhancing and Focusing EU International Cooperation in Research and Innovation: a Strategic Approach”. The Council emphasised the importance of the international dimension of the European Research Area and general openness of the EU Framework Programme for third countries.

The document deals with

  • the general role of the EU's international cooperation in research and innovation
  • the multi-annual roadmaps for cooperation with the strategic partners of the Union which will be developed with the close involvement of the member states
  • the importance of developing common principles to facilitate international cooperation in research and innovation
  • Strengthening the partnership between the Commission and the Member States, especially through a more regular consultation with the Council about the Union’s

international activities with relevance for STI policies as well as the important advisory work of the Strategic Forum for International S&T Cooperation (SFIC)

  • the implementation, governance and evaluation of the strategy
