Basic explanation of funding in Horizon 2020

  • One funding rate per project - Reimbursement on the basis of actual costs
  • distinction between Research and Innovation Actions (100% of the actual costs) and close-to-market activities/ innovation actions (70 % of the actual costs)
    • Exception: non-profit legal entities max. 100%
  • Indirect eligible costs: flat rate of 25% of the total direct eligible costs

Funding for international partners (neither Member States of the EU nor Associated countries)

Horizon 2020 is open to participation from across the world, however, there is a revision to the list of countries which receive automatic funding. In general there the distinction between three country grouping:

  • Enlargement and neighbourhood countries - will generally be funded
  • Developing countries - will generally be funded
  • Industrialised countries and emerging economies - funded only in exceptional cases
    • industrialised countries: for instance US, Canada, Republic of Korea, Singapore, Australia, Taiwan, New Zealand, Macao, San Marino, Manaco, Andorra, Vatican, etc.
    • emerging economies: Brazil, Russia, India, China and Mexico

General rules on eligibility for funding

  • The Member States of the European Union, including their overseas departments;
  • The Overseas Countries and Territories (OCT) linked to the Member States: Anguilla, Aruba, Bonaire, British Virgin Islands, Cayman Islands, Curaçao, Falkland Islands, French Polynesia, Greenland,Montserrat, New Caledonia, Pitcairn Islands, Saba, Saint Barthélémy, Saint Helena, Saint Pierre and Miquelon, Sint Eustatius, Sint Maarten, Turks and Caicos Islands, Wallis and Futuna
  • The Countries Associated to Horizon 2020 - (Albania, Bosnia and Herzigovina, Faroe Islands, former Yugoslav Republic of Macedonia, Iceland, Israel,Moldova, Montenegro, Norway, Serbia, Turkey and Ukraine) - Switzerland is currently only partly associated (to the Excellent Science pillar and Spreading Excellence and Widening Participation)
  • list of countries, except where this is explicitly excluded in the call text

Exceptions regarding eligilibility for funding

  • international organisations or legal entities established in a third country which is not eligible for funding may be granted an exception if
    • the participation is deemed essential for carrying out the action by the Commission or the relevant funding body;
    • provided for under a bilateral scientific and technological agreement or any other arrangement
    • there is a specific provision in the call text
