Latin American Workshop of INCONTACT , 17th -20th November 2008

Puebla, Puebla from November 17th to 19th and an open session to the Mexican Scientific and Technological community, on November 20th at the UNAM.

The Latin American Workshop was organized by UEMEXCYT, CONACYT in Mexico, with the collaboration of APRE and the coordinator of the project.


Invitations have been sent to almost all the NCP’s-INCO, including NCP’s from other regions, for those, it was explained that their participation should be covered by them, that is the case of the SSH NCP from the Archimedes Foundation, from Estonia and the Manager, EU Afffairs, ERC back up NCP from the Academy of Finland, that came to the Workshop. But the efforts were concentrated on the Latin American participants.


Invitations have been specifically sent to the following Latin American INO-NCP’s: Argentina, Bolivia, Chile, Colombia, Ecuador, Paraguay and Uruguay. At the same time, considering the compromises of the 2nd Mesoamerican-European Union Meeting for Cooperation in Science and Technology, there were sent invitations to the following Mesoamerican countries: El Salvador, Guatemala, Honduras, Nicaragua, Panamá and Costa Rica.

INCONTACT Project Meeting

The first day, (November 17th) the coordinator and the partners of the consortium talked about their activities realized within the project.

Among those activities, there is the analysis of the answers to the INCONTACT Questionnaire to identify the needs and best practices of NCPs and NIPs. From the most important matters that many NCP have pointed out are:

- Bureaucracy, information on time about calls, not knowledge about structural aspects and technical language, low capacity for conforming consortiums, low institutional support for researchers when they receive an invitation to built a consortium and so on, low capacity of networking on Brussels.

- Communication, Identifying suitable partners, Cultural differences, Financial management of the project.

- Partnering brokerage.

- Reports complicated, funds arrives late, difficulties for management due to internal rules.


Another activity where all the partners can participate is the Wiki pedia, this instrumjent allows interaction and exchange of experience:

- INCO-Wiki is a user community for NCPs / NIPs.

- Provides a knowledge management system for internal documentation and communication.

- Provides information for NCP / NIP needs for their daily work.


Other activity that has to do with international cooperation is the Intercultural communication in research and technology projects. This activity is important due to the challenge presented by the different cultural approaches from partners for cooperation in very distant countries.


At the same time, it was presented the proposal Access4EU to the INCONTACT partners.

Latin American Workshop

The agenda of the workshop was very rich, plenty of presentations concerning the most important matters and details from the FP, since topics like: Writing a Successful Proposal, Submission, Evaluation, Negotiations with the Commission, Implementation, Legal and Financial Issues, LEAR, IPR Issues and NCP structures, Germany, Sweden, Argentina, Chile, Colombia and Uruguay presented the NCP structures. Even the Latin American participants showed a well level of knowledge about FP7 matters.


It was presented to the Latin American participants the instrument of visibility from the project: Wiki pedia and the Intercultural study that intends to facilitate the relationships between different cultural partners in cooperation.


The last day of the meeting was open to the Mexican Scientific and Technological community, with short presentations at the National Autonomous Mexican University (UNAM) one of the most important Mexicans institutions of research, with a high potential of cooperation. After those presentations, the Mexican participants in this session showed a real interest in the FP7. But more important, the informal exchange of experiences and best practices among the participants was very rich and this has permitted to continue in a very good climate for the following meeting of another project, the Latin American INCONET: European Union – Latin American Research and Innovation NET works (EULARINET).

Conclusions

The Latin American INCONTACT Worshop allowed a fruitful exchange of experiences among all the participants and raised the interest from the scientific and technological Mexican community in the FP7. This will permit a better coordination among Mexican NCP’s but among Latin American and European INCO-NCP’s too.
